The Builders

A certificate built around the business — by a partner who stays at the table

Most certification help is transactional. A Builder is a partnership: Delta Bravo Aviation plans the business's growth and financial structure alongside its manuals, times the spending to the FAA's schedule, keeps the applied-for certificate in a continuous state of compliance and readiness, and is paid 40% only as the FAA accepts, starts and issues.

Why operators choose Delta Bravo

Built by aviators. Trusted by inspectors.

27 years on every side of the cert

Founded and led by a USAF veteran whose résumé includes Chief Pilot, Director of Safety, and Director of Operations across multiple Part 135 operators, plus full build-outs of multiple Part 135 certificates. Documentation discipline from someone who has filled the seats you're hiring him to support — and who still serves as a sitting Director of Operations.

SDVOSB-certified small business

Certified by the U.S. Small Business Administration as a Service-Disabled Veteran-Owned Small Business. Eligible for federal contracting set-asides — and a signal of what matters most for commercial work: a small, accountable operation with one owner answering for every deliverable.

Traceable, citation-by-citation

Every DCT answer, SOC paragraph, and manual amendment links back to a specific paragraph in your manual suite or the underlying regulation, drawn from a regulatory library — full 14 CFR, every current Advisory Circular, all 20 volumes of Order 8900.1, current Notices and the complete DCT bank — refreshed weekly. Inspectors can verify in seconds, and that is what shortens certification timelines.

Straight answers

Quick answers

How much does Part 135 certification cost?

The FAA charges no fee for the certificate. Delta Bravo Aviation's fixed-fee Part 135 Certificate Builder is $45,000–$65,000 for Single-Pilot or Single PIC, $85,000–$140,000 for Nine-or-Less and $150,000–$240,000 for Ten-or-More, with every applicant DCT included.

How long does Part 135 certification take?

Plan on 12 to 24 months of capital. The applicant-controlled build to a filed readiness package typically takes 12 to 24 weeks; the FAA then runs a 30-day acceptance decision, an Applicant List wait of no fixed length and 15-day response windows.

What is a SAS DCT?

A Data Collection Tool (DCT) is a question set in the FAA's Safety Assurance System that inspectors use to assess a Part 135 operator. Element-Design (ED/DA) DCTs test whether the manuals contain compliant procedures; Element-Performance (EP/PA) DCTs test whether the operation follows them.

How do I prepare for SAS surveillance or a DCT review?

Stage the current manual suite, your OpSpecs, a question-to-paragraph cross-reference and the current revision of each DCT in scope. Answering an older DCT revision shifts question numbers and makes compliant answers look incomplete.

How much does DCT completion cost?

Delta Bravo Aviation charges $20 per DCT question, the same rate for every question, paid on delivery. A Statement of Compliance package is $2,500, or $1,500 when bundled with a DCT engagement.

How much does Part 145 repair station certification cost?

The FAA charges no certification fee. Delta Bravo Aviation's Part 145 Repair Station Builder is a fixed $75,000–$120,000 by scope, typically $89,500 for the core remote engagement, with a $62,500 small-shop tier for a single limited rating.

Where are new Part 135 applications filed?

Since September 30, 2026, initial Part 135 applications are filed through the FAA's Aviation Integrated Safety (AIS) Services portal, formerly the AVS Hub. The readiness package itself follows FAA Notice N 8900.766.

When must existing Part 135 operators comply with Part 5 SMS?

Operators authorized to conduct Part 135 operations before May 28, 2024 must implement an SMS that meets 14 CFR Part 5 and submit a declaration of compliance by May 28, 2027 (14 CFR § 5.9(a)). Delta Bravo Aviation does not build SMS programs; it refers operators to vetted SMS providers.
