SAS DCT Completion: Inspector-Ready Answers, Cited to Your Own Manuals

Delta Bravo Aviation answers FAA Safety Assurance System Element-Design Data Collection Tools against your current manual suite — every answer cited to a paragraph, every Not Applicable explained, every package reviewed blind before you see it — for $20 per question, paid on delivery.

The short answer

What do you get? Element-by-element answers with manual citations, 14 CFR / AC / Order 8900.1 cross-references, documented N/A rationales, gap callouts, and an inspector-ready PDF with the DCT revision and date on every section.

What does it cost? $20 per DCT question, the same rate for every question. Statement of Compliance packages are $2,500 ($1,500 bundled with a DCT engagement).

How fast? In as little as one business day after your manuals are uploaded, depending on the size of the set.

Who this is for

  • Applicants who must now complete their own Element-Design DCTs as part of the readiness package under FAA Notice N 8900.766.
  • Certificate holders whose principal inspectors have assigned DCTs for a surveillance event, an OpSpec amendment or a manual revision.
  • Directors of Operations, Chief Pilots and Directors of Maintenance who know the operation is compliant but do not have weeks to translate it into DCT answers.

What a defensible answer looks like

The answer points to the exact paragraph in your current, controlled manual, matches the DCT revision your inspector will open, and is scoped to the OpSpecs you actually hold and the peer group you sit in (135B, 135C, 135D or 135E). Where your manuals do not yet support a YES, the package says so as a gap, rather than stretching a citation — and the optional Manual Gap Suggested Edit Report ($100 per amendment) drafts the fix in your own manual’s voice, with a complimentary DCT re-run once you incorporate it.

How it works

  1. Intake. Five to ten minutes: certificate, fleet, OpSpecs and the DCTs in front of you.
  2. Mutual NDA by DocuSign before any manuals change hands.
  3. Secure upload to your private, encrypted client folder.
  4. Delivery of the cited, reviewed package. Pay on delivery.

Frequently asked questions

Can I outsource FAA DCT completion?

Yes. The certificate holder or applicant remains responsible for its answers, but the work of mapping each DCT question to the right manual paragraph can be done by a consultant. Delta Bravo Aviation does it at $20 per question with citations to your own manuals and a blind inspector-style review.

What does DCT completion cost?

$20 per DCT question at Delta Bravo Aviation, the same rate for every question, paid on delivery. A Statement of Compliance package is $2,500, or $1,500 when bundled with a DCT engagement.

What if my manuals do not support an answer?

The package flags it as a gap instead of forcing a citation. A Manual Gap Suggested Edit Report drafts each amendment for $100 per amendment, and the related DCT is re-run at no charge after the amendments are incorporated.

Do applicants complete their own DCTs now?

Yes. Under the FAA’s 2026 readiness process (Notice N 8900.766), a new Part 135 applicant completes the Element-Design DCTs for its peer group as part of the readiness package.

Which DCT revision do you answer?

The current revision for your peer group and specialty, recorded on every answered DCT, drawn from a regulatory library that is refreshed weekly.
